As long as you have a hitch installed on your 2014 Jeep Wrangler Unlimited like the Curt Hitch part # 13432 I have a solution for you.
First you will need to measure from the center of your hitch pin hole to the furthest point out on you spare tire. If the distance you measure is less than 8-1/2 inches the Hollywood Racks Sport Rider SE 2-Bike Carrier for Electric Bicycles # HLY84FR that you referenced would fit and clear the spare of your Jeep.
If you need more clearance you would want the Thule EasyFold 2 Bike Rack # TH903202 that has a distance of 14 inches from the pin hole to the nearest portion of the rack.
Both of these racks are designed for use with electric bikes that are a bit heavier than standard bikes. The Thule has a 66 lb per bike capacity so you may need to remove a seat from the 70 lb bike to get it under capacity.
