Would the Swagman Bike Rack part # S64663 Fit Front Hitch of a 2015 Ford F250
Question:
I am looking for a 2 bike platform rack to install on a 2front hitch on my F250 SD. Lance Camper on the back. Will this rack with its straight receiver bar allow the bikes to sit low so there is less obstruction to the head lights and handlebars and seat sticking above the hood? I dont want the rack extending too far out just enough for the inside bike pedals and handlebars to to clear the bumper and grill. Any problems there?

There is no rise to the shank of the Swagman Bike Rack part # S64663 that you referenced so it won't sit up too high making visibility difficult.
This rack has a distance of 8 inches from the center of it's hitch pin hole out to the nearest portion of the wheel hoop. If you measure from the pin hole of your front hitch out the furthest point out of the bumper and that measurement is less than 8 inches this rack would clear easily.
If you are in need of a front hitch for your 2015 Ford F250 you would want the part # 65049.
