For a 5th wheel hitch set up that is made here in the states B&W still manufacturers hitches in the USA. If you wanted to go that route you would need installation kit # BWGNRK1012-5W and Companion hitch # BWRVK3400-5W for your 2013 Chevy Silverado 2500HD short bed. I have included links to videos on the hitch and installation of the rail kit.
The benefit of going with the B&W set up is that you get a gooseneck hitch built into the installation kit so if you ever needed to tow a gooseneck trailer you would be ready to go.
