How can I get the mounting kit #7533998 to be used with my Thule 91725 ski rack to lock to my crossbars?

The Thule universal mounting kit # 7533998 does not lock, it just has tamper-proof hardware meaning you would need the special tools, included with the hardware kit, to remove the carrier from the roof rack. This should be the same hardware that is used on your older Thule ski carrier 91725.
