There aren't any confirmed tow bar wiring fits available for your 1999 Toyota 4Runner currently, but I did attach an FAQ article that details how to pick the best wiring kit for your application.

If you were looking for an easily installed an removed kit I would go with a magnetic kit like Hopkins # C6304.

Bulb and socket kits like the part # RM-155 could work as well as long as you have room for the bulb in your taillight housing. These kits install by drilling a hole in the taillight housing and then installing an additional bulb and socket into the assembly that is controlled by the tow vehicle.
