There are base plate kits available that have been confirmed to fit your 2007 Chevy Express Van. If you have a 1500 2-wheel drive you would want the part # 3152-1. If you have a 2500 or 3500 you would want the # 3140-1.

The Tow Ready Tow bar part # 63180 that you referenced wouldn't work for you since it has a 5,000 lb capacity and your van will weigh more than that. Also, this tow bar is only rated for speeds of 45 miles per hour.

In addition to the base plates, you will also need a compatible tow bar, safety cables, lighting, and supplemental braking to flat tow your vehicle. The most popular compatible tow bar is the Blackhawk 2, # RM-422. This has a 10k capacity. For safety cables you can use # RM-643. The coiled design helps keep the cables off of the ground.

For lighting you can use the bulb and socket kit, # RM-154, and not have to worry about cutting your taillight assemblies.

And finally, most states now require supplemental braking in the vehicle being flat towed. The easiest system to set up and use is the Even Brake proportional system, # RM-9400, that applies the vehicle brakes in proportion to how much the two vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.

I have included a couple of helpful links to our articles on flat towing for you. Be sure to consult the vehicle owners manual for more specific information on flat towing your vehicle.
