Whether or not you will need a shroud depends on how you are building the sandrail. If your rail is going to be open air, a fan shroud probably will not be needed to aid the cooling process. The Derale Tornado fans have a bit of a shroud built in, and they are close enough to the radiator that an additional shroud should not be needed.
The 14 inch Tornado fans you found would work fine. You could probably even go a bit smaller depending on how much airflow your radiator will be getting. You will need some hardware and wiring to install the fans. Derale has put together hardware and wiring kits for their fans. The fan with thermostat kit for the 14 inch fans is part # D16314. It includes the 14 inch fan with the hardware and wiring. You would order two of these if you wanted to use two fans. If you wanted to step down to 12 inch fans, you would use part # D16312.
