The New England Patriots Helmet 2" NFL Trailer Hitch Receiver Cover # HHCC2018 that you referenced does come with a plastic clip that will secure it to a hitch, but for a more secure pin and clip you would want the # PC3, or for a locking pin and clip part # e98880.
