Installing Ultra-Fab # UF35-946401 Bumper Mounted Receiver on 2 x 2 Pipe Bumper on RV

UF35-946401 Can I get this for a 2inch pipe bumper or will the threads on this tighten down that far?

When you describe a 'pipe bumper' do you mean that its round, or is constructed of square tube?
If it's a round pipe, I wouldn't recommend attaching a receiver to the bumper as any tongue weight (downward force applied to the receiver) would rotate the receiver tube downward.
If you're talking square tube, the Ultra-Fab # UF35-946401 wouldn't be your best option as the threaded portion is about 1-3/4 of an inch long. It wouldn't cinch tight enough, plus the spacing between the legs of the U-bolt is 4 inches, so there's a chance the receiver could slide back and forth, as well.
A 2 x 2 bumper really wouldn't be substantial enough to provide much support for a hitch mounted accessory. Using a frame mounted receiver hitch would be a much better and safer option.
Before considering installing a hitch on your RV, I'd recommend contacting the RV manufacturer to see if they had any advice on installing a hitch. They should be able to tell you the maximum amount of weight that should be applied to a hitch installed on the RV.
If you'd care to reply and tell me what you're wanting to use the hitch for and the outside to outside distance between your RV frame members, I'd be happy to make a recommendation that's more suitable for your needs.
