The first thought is an insufficient ground for the installation of your Redarc Tow-Pro Liberty Brake Controller, # RED24FR. It sounds like your good friends at the Kia dealership need to take another look at the wiring harness they installed on your 2023 Kia Telluride.
When running lights aren't working on a trailer it either means something is wrong on the vehicle side or something is wrong on the trailer side. The answer to your question depends on which wiring harness you have. The Curt # CU94FR does have an in-line fuse on it. The Tekonsha 118784 does not have this fuse. If you have the Curt you can start by checking this fuse to make sure it is not blown.

It is very, very likely that the issue with no power to the 12 volt pin of the Curt T-Connector Vehicle Wiring Harness for Factory Tow Package - 7-Way Trailer Connector # C68JR is due to a fuse either having been blown or not inserted, so definitely start there.
