The issue you are having your Kwikee Electric Steps could be attributed to a few different issues. The first issue could be that the override switch is not wired properly. If you have ensured the connectors are in good working order and tight and that the air bag is receiving sufficient air, then yes it is likely that the air bag is in need of being replaced. The Replacement Air Spring for Air Lift LoadLifter 5000 Ultimate System # AL84201 would be the correct replacement if you do in fact have the Air Lift 5000 system.
