When we installed the Curt hitch part # C13329 on a 2019 Kia Niro like yours we found that the top of the hitch opening measured 12 inches from the ground. If that 6.3 inches is measured at the bottom of the rear fascia on the 2018 Kia Niro then yes, a trailer hitch such as # C13329 installed would reduce the ground clearance by about 2-1/2 inches. There's no class II but there is a class III. For your 2023 Kia Niro HEV, the correct hitch is going to be the Curt item # C77NR. This hitch is custom fit and bolts to your Kia with included hardware. I checked with our vendors this is the only one available that will fit the HEV.
A class III is better. It has a 2" receiver that will give you more options for accessories.
