The closest spring I have to that is the 3-Leaf Double-Eye Spring for 3,500-lb Trailer Axles part # e59SR this is 23 1/8" eye to eye and is built for use on a 3500lb. axle so even though it is not a 4 pack it may have the capacity you need.

The Sears roof top cargo box has Thule lock cylinders. The lock cylinder number is on the outside face at the top of the cylinder itself.
