When installing the Curt # C11490 trailer hitch, underbody panels must be temporarily removed, as does fascia, although it does get reinstalled, as you can see in the instructions for the Curt hitch that I added.
The modification that does need to be done is to the tabs on the end of the bumper beam, which need to be flattened down to ensure they are flush, which you can see in the cutout of the instructions. view full answer...
