I called Rhino-Rack and found that they no longer make the 026 key. They did say that the old lock barrel can be popped out using a flathead screwdriver, so you won't have to drill the lock out. If you still want to use the carrier you can replace the locks with the # RRRK001-2. view full answer...
What's interesting is that most states have similar laws about the license plate not being obstructed which is what a bike rack will at least partially do, but we've yet to hear about a situation where a police officer gave someone a hard time for their bike rack.

The X-Cargo boxes were made by Thule in this case you will just need the number of of the lock core in your box and use that in the part number. I searched our entire inventory at etrailer.com and that tire size isn't a size we've seen used on trailers. Our closest size is 145/80-12. The Kenda Karrier S-Trail ST145/R12 Radial Trailer Tire # AM10140 would be the best example of this size.
