When repairing or replacing the rocker arm like # FVK8011-05 on your Fan-Tastic Roof Vent, you shouldn't need to remove the entire fan assembly. Working from inside the trailer/RV and looking up into the unit, you should be able to first remove the screen. With the screen removed, you will want to remove the knob which is likely held in place with a screw. You may then need to remove a plastic tray which will give you access to the rocker knob. From the sound of your question, it looks like you need either the Bristol Double RV Waste Valves - Elbow - Rotating # 34466ND14AAR (if you have 3" and 1.5" Hubs to 3" Spigot) or the # 34466NDHR19AAA (if you have 3" Hubs on both sides). Both of these models come with rotating valves and gates.
