I'd recommend doing one axle at a time. Jack the trailer up by the frame on both sides and then jack the axle up to take the load off of it and then replace the shackles. So while you don't have to be perfectly level, the rear jacks have a maximum of 12 inches of travel while the A-frame jack has 18 inches of travel so this is the amount you can be "out-of-level," as you put it.
