There would not be any kind of magnet wired near an electric over hydraulic actuator like the Dexter # K71-651. Certain setups may require an adapter module # DX35FR to be wired near the actuator. I can certainly point you in the right direction. We do not have literature that will tell us wheel specs based on a year make and model of truck. Provided the wheels currently on your 2003 International Harvester 4400 MD are a 16" x 6" dual wheel with an 8 on 6-1/2" lug pattern you will have two options. You will want to measure the pilot hole of one of the rims currently on your motorhome to determine which one will work for you.
