Yes, a 2008 Hyundai Elantra with manual transmission can be flat-towed with all four wheels down per the owner's manual. In order to do so you'll need a base plate kit, safety cables, tow bar, lighting harness, and supplemental braking system. I have attached a list of these parts below.

In regards to flat-tow components, the base plate kit is really the only components which is vehicle specific. That said, there are flat-tow components which are easier to transfer from vehicle to vehicle than others so you'll want to keep that mind when selecting them. I prefer the new Roadmaster Exact Center Steering Stabilizer with Custom Brackets # RM36RR for your 2020 Forest River Georgetown GT5 M34H motorhome. The unit is smaller and less likely to catch road debris than the Roadmaster Reflex Steering Stabilizer. I looked up your 2009 Hyundai Vercruz and it looks like you can flat tow it with a tow dolly if it's front wheel drive but if it's all wheel drive only option is a trailer. There is no configuration of it that allows it to be towed with all 4 wheels on the ground.

The Curt hitch part # C15400 that you referenced is a confirmed fit for your 2018 Forest River Georgetown GT5 31L5 but it does require drilling which means it does not line up with any current holes on the frame.
