The Bulldog Winch Big Dog Hook # BDW20182 is rated for up to 35,000 lbs working load, but the actual capacity for your application will be limited by your hitch capacity and vehicle.
I researched your 2013 Ford Explorer and it has a towing capacity of 5,000 pounds, so that will be the max capacity of your hook unless your actual hitch is rated lower. You will always need to abide by the lowest rated component of the towing set up.
