Can locking the chock with a pad lock be defeated by loosening the nut that is used to adjust the spacing of the pads?

The Ultra-Fab Chock and Lock Wheel Stabilizers, # UF21-001070, with a pad lock cannot be defeated by loosening the nut. The chock is designed to protect the nut from unthreading once the chocks are in place. Check out the video I made for you that shows how the nut is protected.
