On the Rola bike racks that take strap # 59405 there is a simple procedure for replacing the strap. First, if you look at the cradles you will see they are held to the arms by the clamping force provided by a screw and nut. Remove the screw and nut. Then at the end of each arm, on the bottoms, there will be a small screw. Remove this screw. Then all you have to do is slide everything off the end of the arm.

For each cradle assembly, the large strap, the one you are replacing, goes on first. I made a video showing the process on a Rola bike rack.

Yes the straps for your Rola 59403 bike rack are replaceable. The Replacement Straps for Cradle on Rola TX-102, TX-103 and TX-104 Bike Carriers - Qty 2 #59405 are the correct straps that you need. I attached a review video link below.

The large holes at the ends of the replacement straps #59405 are approximately 1.19 inches in diameter or slightly more than 1-3/16 inches so it might work for you since the dimensions you need are pretty much the same as the strap hole.
