Curt Discovery Brake Controller # C84VV Generates Output Signal at All Times

I purchased a brake controller and a harness for my 07 dodge 2500 and tried 2 different trailers and both trailers brakes lock all the time checked the blue wire coming out of controller and it always has 12 volts with the brake pedal pushed or not

Thank you for your recent purchase from etrailer of a Curt Discovery Brake Controller # C84VV and harness # C51515.
The blue output wire on your Discovery brake controller should carry an output signal under two conditions: when the brake pedal is pressed or when the manual override slide bar is engaged. Since your unit generates output continuously without either of these conditions met this means that either the unit is malfunctioning or that the red input signal wire to the controller is connected to the wrong side of your brake light switch.
The red wire should connect the the cold side of the brake light switch, the side that carries voltage ONLY when the pedal is pressed. The other side will carry 12V at all times, and if this were connected to your brake controller this would account for the always-on condition.
