I spoke with my contact at Swagman and she said the Swagman Pick-Up Truck-Bed-Mounted 2 Bike Carrier # S64702 is not designed to fit trucks with rail caps.

Some customers who have caps or bed liners that come up over the bed side rails have trimmed away the cap or bed liner where the rack will go for a solid connection. This seems to work fine if you don't mind trimming your caps.

Otherwise we have a lot of other options for your Silverado. I have included a link to them for you to check out. I like the BeddyJo # Y8820123, because rail caps will not matter and it fits pretty much any truck. I have linked a video and instructions for you.
