Using PackEm Wheel Tie-Down Kit # PK-WTD for Transporting Lawn Mower

Do you recommend two of these per mower or just one?

The Pack'Em Wheel Tie-Down Kit # PK-WTD that you referenced includes parts to secure one wheel of a wheeled machine. It comes with two chocks, one strap and the required mounting hardware.
If your mower's weight is within the rated capacity for this kit then you may just want to use some other additional cargo control to help hold down the other end of the mower. For instance we offer ratcheting tie downs such as # EM31352 from Erickson. This might be ideal to hold the mower down to the trailer deck to prevent bounce while the Pack'Em kit secures the mower from rolling.
I suggest that you use some type of additional cargo control along with the Pack'Em kit. I have included a link to our main page for ratcheting tie down straps where you can review the many available options.
