Since I do not know what vehicle you have I do not know what size or sizes of hitch are offered for it; some vehicles can be fitted with more than one size hitch. The Curt Hitch Cargo Carrier # C18145 that you referenced is designed to fit both 1-1/4-inch (Class I and Class II) and 2-inch (Class III) trailer hitch receivers.
The carrier itself has a maximum cargo weight capacity of 500-lbs but it is possible your hitch and vehicle are not rated the same. When different components have different weight ratings the lowest-rated item becomes the limit for the overall system. Your hitch should have a safety sticker indicating its tongue weight capacity; you cannot exceed this rating, or the rating of the vehicle itself, which should be indicated in your owner's manual.
The two linked articles on hitches and carriers might be useful.
