would you recommend a threadlocker to prevent fasteners from leaking or loosening from vibration for the bolts for the trailer hitch?

Hey Sylvester!
Trailer hitches like the etrailer # e98844 for your 2019 Toyota Highlander don't require threadlocker on the bolts but we do call for checking the torque of the hardware periodically just to make sure nothing is coming loose.
I suppose there technically isn't any harm with using threadlocker for the installation, just be sure to run the bolts through the weld nuts prior to applying the threadlocker just so make sure the bolts will install properly. Sometimes there will be dirt or debris build-up in those weld nuts that prevents the hardware from fully seating and you don't want to run into that with threadlocker already applied to the bolts.
Be sure to run the bolts through without torqueing them down and you'll be good to go!
