Will the Curt Echo 51180 work for pulling a boat trailer that has surge brakes?

There is nothing for the Curt Echo # C51180 to control on a trailer which uses hydraulic surge brakes. The Curt Echo is only for trailers which have either electric or electric over hydraulic brakes.
