The Draw-Tite trailer hitch # 75089 for your 1995 Nissan Quest will have the receiver directly under the rear bumper once it is installed. To determine if ground clearance will be a problem you will need to consider the carrier you are using. If its platform is higher up that the receiver then ground clearance will probably not be an issue. But if the platform comes straight out from the receiver then it is likely there could be some scraping when going up inclines or into dips.

This trailer hitch has a 350 pound tongue weight capacity. The combined weight of the wheelchair scooter and its carrier cannot exceed this 350 pound limit. Also you will want to check the Nissan owners manual for its capacity. If its tongue weight capacity is less then that is the capacity you need to go by. I have linked a video showing installation of the hitch on another vehicle it fits and a link to the installation instructions for you.
