Can Gen-Y Anti-Rattle Clamp be Installed With Screws on Bottom
Question:
Videos show installing the anti-rattle device with the screws on top of the receiver, which pulls the hitch shank upward to lock it into place. The trailer tongue weight will be pushing the the hitch shank downward, working in opposition to the anti-rattle device. Wouldnt it make more sense to install the device with the screws on the bottom, pinning the hitch shank against the bottom of the receiver?

That's a good question Mark, and yeah I agree, it would make sense for the screws to be on the bottom when using the Gen-Y Anti-Rattle Clamp for 2-1/2" Hitch Receivers # GY28XR.
It'll work either way, but they're on the top mostly for ease of install. The screws on the bottom are just a bit more difficult to maneuver in the install since you won't really be able to see, but by all means if you want the screws on the bottom of the # GY28XR you most certainly can do that.
