It sounds like the gear is damaged and unfortunately there isn't a repair kit so you'd need to replace the jack # EJ-3520-BBX.
If you wanted to upgrade to a much nicer jack that raises and lowers really quickly we have the Phoenix part # UF38-944040 which can raise and lower in a matter of seconds.
