i have a 2009 keystone cougar 316qbs that im wanting to convert from 5th wheel to gooseneck. what hitch do i need?

The first thing you will need to do is determine the bolt pattern you have now. If you don't already have this information you can check for the pin box number on the pin box sticker, identify it with the serial number through Lippert, have Keystone identify it with your VIN number, or measure the bolt pattern. I have attached an article below which explains how to measure.
Once you have this information you will be able to find a 5th wheel to gooseneck pin box that fits your current bolt pattern. I personally recommend going with the Gen-Y. This uses torsion technology for shock absorption resulting in a smooth ride. This also means it doesn't have air bags to maintain and has fewer parts which so there is less to break or replace over time.
Based on the GVWR of your 2009 Keystone Cougar 316QBS you need the 3,500 lb tongue weight model. You can choose from the following based on your bolt pattern:
