Yes, the Universal Installation Kit # ETBC7 will indeed work with the 2023 Toyota Tacoma, provided you already have a 4-flat trailer plug installed. If you do not already have a 4-flat, you will need to install the Curt T-Connector # C56349 as well. That will be everything you need to install a brake controller of your choosing. For that I recommend the Redarc Tow-Pro Liberty # RED52VR.
