The Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C94FR is a simple plug-in harness that wouldn't require additional components. If you're testing the 4-pole connector with a circuit tester # PTW2993 at each pin for function and not getting it then your harness is bad and needs to be replaced, the harness was installed incorrectly, or the connectors are just loose and need to be fully clipped in together to properly function.
If you test the pins on the 4-pole connector and you have the functions properly working then we know that the trailer wiring is the issue. When I testing trailer wiring I'll connect to the trailer and use the tester right after the trailer's connector and keep working my way back towards the lights until I find where the power is lost is I can fixed the issue.
If you test the pins on the 4-pole connector and you don't get the signal then you'll want to recheck the harness to make sure that it's installed correctly and the connections are fully pressed in. I also recommend checking your fuse block and making sure that each trailer-related fuse hasn't blown. If it still doesn't work then the harness is likely bad and needs to be replaced.
