Do I have to remove the the tie down tracks inside the bed of my 2023 Frontier to install the utility racks

If you're talking about removing the Utili-Track rails so that you can install the rails of the TruXedo Elevate Truck Bed Rack System # TX38NV you were looking at then yes, the Utili-Track rails will need to be removed in order to make room for the Elevate's rail clamps.
If you're talking about installing Utili-Track rails you'll need to have the factory mounting points for these rails, otherwise you'll have to do a bit of DIY in order to get them secured to the bedrails.
