It sounds like we can rule out any problems on the trailer side of things. meaning the issue is either with the vehicle wiring, or the controller itself. There are a few things you will want to look into.
It could be that the Tekonsha Voyager # 39510 that you have is not leveled properly from side to side and that is why you can't get the light to turn on. You need to make sure that the controller is level completely from side to side and pointing in the direction of travel.
If the controller is not lighting up at all, this means it is not detecting the trailer. This could be due to to dirt or corrosion in your trailer plug. Going in with a wire tester # PTW2993 is usually the easiest way to verify that you are getting proper signal on all of your wires.
Another possibility is that you have a short on the brake output circuit on your truck. Typical things that cause this are corrosion on the trailer connectors or an exposed wire somewhere between the brake controller and your trailer plug.
You also need to make sure the controller itself is grounding properly. If the controller isn't grounding properly it can cause the problem you are experiencing.
If all of this checks out, and you still are not getting any brakes on the trailer, it is likely time to replace your brake controller with a new one.
