Sure can, and you're right that the etrailer Trailer Hitch Receiver # e98855 does have two GTW (gross towing weight) capacities. One capacity is 3,500 lbs, and that is for towing without a weight distribution hitch; it also has a 5,000 lb capacity, which is for towing with a weight distribution hitch.
So, NO weight distribution hitch it can tow up to 3,500 lbs. WITH a weight distribution hitch it can tow up to 5,000 lbs.
