does this come with all the harnesses and cables needed for universal hookup?

The Redarc Tow-Pro Liberty Brake Controller # RED24FR does not include any harnesses for connecting to a tow vehicle. For a universal installation you will need their Universal Wiring Harness # RED69FR. Redarc does offer several custom fit harness which will allow you to plug into specific vehicles and we do also have the Redarc to Tekonsha Adapter # 331-TPH-017 which will plug and play with Tekonsha wiring adapters if you use their Universal 7-Way Harness # 22551.
