The jaws of a Curt hitch like the Curt Q20 5th Wheel Trailer Hitch # C16130 should be fully closed without a gap. Is your locking handle fully pulling forward and allowing you to lock it into the towing position? Having a 1/4" gap could signify that your jaw mechanism either has some sort of obstruction or is malfunctioning. I would reach out to Curt directly since this would likely fall under your warranty and they'll most likely ship you a new hitch head.
If you're referring to a gap between the jaws and the king pin instead then a little bit of play is totally normal, but a1/4" gap would still be a bit too much and I'd still refer to Curt.
