where can i find 2 of these fenders with backing plates

The USA-made etrailer brand Trailer Fender # HP66VR is intended for direct weld-on installation without use of any other components. The outside edge of the 16-gauge steel fender has a 1-inch-radius lip and the inside edge (that part that welds on to your trailer) has a straight 90-degree angle.
Because these fenders are intended for weld-on installation there are no backing plates or any other type of installation hardware. These fenders are suitable for use with 16 - 16.5-inch diameter wheels.
We do offer a weld-on etrailer fender with a backing plate, but this is suitable for trailers with 14 - 15 inch wheels, part # HP36VR.

I checked with my contact at Redline to make certain, but they currently do not offer a fender in your required wheel size with a backing plate.
