What to Do to Charge a Breakaway Battery and Battery for a Winch

truck 12v outlet to breakaway battery can I also charge my 12v winch battery off same wire?

It sounds like you are wanting to use the 12v power from the trucks 7-way to charge both your winch and breakaway battery. If that is the case, it would not be the best route to go. You would instead want to use the 7-way for your winch battery and then use a charger specifically for your breakaway battery like the Trailer Breakaway Kit Battery Charger # 20011 which gets routed to the battery of the tow vehicle.
