Brake control shows SC when brake depressed with or without trailer plugged in.

The Hopkins brake controllers like the Agility part # HM47294 are pretty notorious for developing internal issues like the short circuit error code yours has. There is no fix for it so your best option is to replace the controller with a more reliable one like the P2 part # 90885.
