You cannot vacuum bleed a surge brake actuator like the Demco # DM72VR you purchased, but I'll walk you through the steps to bleed it.
The easiest way is to get a friend and a big 2" x 4" (6' or longer for leverage). Wrap the the safety chains around the 2" x 4" and push the board into the front of the actuator to activate the master cylinder. Make sure you don't let the master cylinder run dry either or you'll have to start again.
I included a help article dedicated to bleeding surge brakes you might find useful.
