The waterproof Rightline Sport Jr. Rooftop Cargo Bag # RL100S50 offers 9-cubic-feet of internal storage space and the convenience of being able to mount to a wide range of vehicles, with or without roof rack hardware. The included mounting straps allow this UV-resistant bag to mount to a naked roof, cargo basket, roof-rack side rails or roof-rack crossbars, making it versatile and easily moved from vehicle to vehicle.

In the case of your 2000 Buick Regal LS sedan with naked roof (meaning a roof with no hardware of any kind) you will secure the bag by installing the included mounting straps through the interior of the Regal.
The linked video helps illustrate the various methods for attaching this cargo bag. I have also included the written installation instructions.

Often customers who choose rooftop cargo bags also select two accessories to make the bags easier to use. One is a non-skid pad; this helps to protect your vehicle paint finish from scratches that could result from the bag shifting around on the roof at highway speeds. We offer Rightline # RL100650 for this purpose. The other commonly used accessory is a tire step, such as the HitchMate # HE4040. This folding step comes pre-assembled and simply slips over a rear tire to provide better access to the cargo bag for easy loading and unloading. It folds up for convenient storage in the vehicle when not needed.

If you would like to add a measure of security to your cargo set-up you can use the Rightline Combination Lock # RL100640 which locks the zippers on the bag to help prevent unauthorized entry. You can choose the 3-digit combination so there are no keys to get lost.

It is recommended to verify in your owners manual or with your local dealership what the Regal roof weight-bearing capacity is before you load cargo. All vehicles will have a maximum roof weight rating which cannot be exceeded; its a good idea to be sure your intended roof cargo will not exceed the vehicle capacity. I was able to find an online version of the manual but no specific reference to roof capacity was included.
