Need a total lock replacement core plus locking system. Where can I get?

There are replacement lock cores and keys for your Thule Evolution cargo box, and if that's what you were referring to by "locking system" then you can replace them with Thule One-Key System Lock Cylinders # TH450200.
Otherwise, if your cargo box won't work due to not having a locking system then there is no other alternative, you will need a new cargo box, like the Trunx Rooftop Cargo Carrier # TRX44FR or Thule Sidekick Roof Mounted Cargo Carrier Box # TH78GC.
