Can you tell me how can I install my 16k 5th wheel hitch on a solid steel flatbed truck with no gooseneck ball Installed in the bed at all can I use the rails and bolt it in the bed itself or how can I do it

You do have the option of installing 5th wheel rails like the Reese Universal Base Rails and Installation Kit # RP30035 on your steel flat bed. You only need to ensure the portions of the bed you are securing the rails to are capable of supporting the rails. It is best to reach out the manufacturer of your flat bed to verify the structure is capable of supporting the rails. Then you will be able to use a Curt A16 5th Wheel Trailer Hitch # C16120.
Most prefer to install the B&W Turnoverball Underbed Gooseneck Trailer Hitch for Flatbed Trucks # BWGNRK1500. This can be welded and gusseted into the flatbed and frame. Then you will be able to retain the flat bed without the rails sticking up. This will also allow for you to use the B&W Companion Flatbed Gooseneck-to-5th-Wheel Trailer Hitch Adapter # BWRVK3050.
