Is the MaxxTow Positive Lock Hand Winch # MT70176 a Ratcheting Winch
Question:
Does one way ratchet wrench mean that to tighten one uses about a 90 degree back and forth motion like a ratchet wrench as opposed to a crank handle which one needs to turn 360 degrees?

We offer ratcheting winches that work like you described where the handle gets turned a set number of degrees and requires a back-and-forth motion to ratchet the strap in, but the MaxxTow Hand Winch MT70176 that you referenced only has a ratcheting pawl design and requires that the handle be turned a full 360 degrees.
For an actual ratcheting winch, I would recommend the Dutton-Lainson Hand Winch # DL16003. I attached a review video of this winch for you to check out also.
