I reached out to Tekonsha regarding the installation of your Commander with 3 wires. The reason you don't see any installation information anywhere is because the controller was removed from the market and should not be used. There is a possibility of unintended braking that can lead to unsafe conditions.
That being said, I recommend upgrading to a more modern Tekonsha brake controller like the Prodigy P2 # 90885. This uses an accelerometer instead of a pendulum and is extremely reliable. It also has automatic leveling so you can position it at any angle up or down in the vertical plane. If you let me know what vehicle you have I can see if a custom wiring harness is available for installation.
