Can I purchase just the powered converter for my 2018 Toyota Highlander?

I believe you're talking about adding a wiring kit to your 2018 Toyota Highlander. If you need the wiring assembly that has the black module box connected to it then you need the whole wiring kit # 118449 that also comes with the 4-Way connector.
