Troubleshooting Light Pulsing on Redarc Tow-Pro Liberty Brake Controller
Question:
I have installed my REDARC Tow -Pro Liberty. My dial 0 tru 10 when pushed and held, the light on dial over the number will pulse on and off. I dont seem to get a reading voltage at the 7 prong plug. There is no trailer hooked up. No Power at plug and no power when brake pedal pushed. Is this due to the controller pulsing?

The light breathing or "pulsing" on your # RED24FR is an indication that the trailer brakes have not been detected or the trailer has not been plugged in. Since it sounds like you were testing the brake controller and you weren't hooked up to your trailer that is what I would expect to see.
Also, you won't get any power on your vehicle side connector when you press on the brake pedal unless you are moving. The brake controller needs to sense the deceleration before it will send power while braking. I'm not sure if you pressed the manual override while testing your 7-way or not, this should send power.
If you find that you do not have power at the 7-way on the vehicle side when the manual override is pressed, it is likely a problem with the blue brake output wire. I would test the wire just behind the connector. If you have power there then it is possible the connector is the issue. Otherwise you could work your way along the wire to see if it is damaged and repair as necessary. If you need to replace it you could use the # 10-1-1.
